Applying for a Driving License (DL) is a two-step process: first obtain a Learner’s License (LL), then apply for a Permanent Driving License after completing the required waiting period and driving test.
Step 1: Apply for a Learner’s License
- Visit the official Parivahan portal:
Parivahan Sewa Portal - Click “Driving Licence Related Services”.
- Select your state.
- Choose “Apply for Learner’s Licence” and fill in the application form with your personal details.
- Upload the required documents:
- Aadhaar Card
- Age Proof
- Address Proof
- Passport-size Photograph
- Signature (if required)
- Pay the application fee online.
- Appear for the learner’s license test (online or at the RTO, depending on your state). After passing, your Learner’s License will be issued.
Step 2: Practice Driving
- A Learner’s License is generally valid for 6 months.
- You must hold it for at least 30 days before applying for a permanent Driving License.

Step 3: Apply for a Permanent Driving License
- Return to the Parivahan portal.
- Select “Apply for Driving Licence”.
- Enter your Learner’s License number and date of birth.
- Fill out the application form.
- Upload any required documents.
- Pay the prescribed fee.
- Book a driving test slot at your RTO.
Step 4: Attend the Driving Test
Visit the RTO on the scheduled date with:
- Original documents
- Learner’s License
- Application receipt
- Fee payment receipt
If you successfully pass the driving test, your Driving License will be approved and issued.
